Please note that pre-clerkship electives do not meet the eligibility criteria for a clinical elective.<\/p><p><i>All International students must meet the Language Requirements as mandated by the College of Physicians and Surgeons of BC:<\/i><\/p><h5>\u00a0<\/h5><h5>Language Requirements<\/h5><p>To be eligible for a UBC elective, students must comply with the College of Physicians and Surgeons of British Columbia (CPSBC) English Language Proficiency (ELP) Policy. The CPSBC Registration Committee may determine that an applicant has demonstrated English language proficiency if the following conditions are met:<\/p><ol><li>The primary language of medical education was English<\/li><li>The primary language of patient care was English.<\/li><\/ol><p><a href=\"https:\/\/www.cpsbc.ca\/files\/pdf\/REG-ELP.pdf\" target=\"_blank\" rel=\"noopener\">Please read this information more details<\/a>.<\/p><p>Students who require and English language proficiency exam, must include their <a href=\"https:\/\/www.ielts.org\/about-the-test\/two-types-of-ielts-test\" target=\"_blank\" rel=\"noopener\">IELTS-Academic<\/a> examination scoresheet at the time of application which confirms that they have met this requirement.<\/p><p>Please note the submission of the English language proficiency exam is not mandatory and is only required from those students who do not meet the requirements in the first bullet point above.<\/p><p>Prospective students should proceed with the IELTS-Academic exam. Each component must have a minimum score of 7.<\/p><p><strong>Exemption Question:<\/strong><\/p><p>As per College of Physicians and Surgeons of BC licensure policy, they only view the primary language of education and patient contact of the student\u2019s medical school.<\/p><p>In such situations where English may not be the primary language &#8211; to be exempt from writing the IELTS exam, students need to have their medical school provide a letter which needs to directly specify that at least 51% of medical education and patient contact are conducted in English. The medical school would need to email us the letter directly to <a href=\"mailto:undergrad@cpsbc.ca\" target=\"_blank\" rel=\"noopener\">undergrad@cpsbc.ca<\/a>.<\/p><h5>Malpractice Insurance<\/h5><p><strong>Mandatory for International Medical Students<\/strong><\/p><ul><li>To ensure complete and inclusive protection for all stakeholders, ALL students studying abroad must purchase malpractice insurance through UBC ($5 million Canadian).<\/li><li>This also applies to students who already have malpractice insurance provided by their home university.<\/li><li>The cost is $325 which is included in your confirmation fee and processed on your behalf through the VSE office.<\/li><\/ul><h5>Personal Health Insurance<\/h5><p>Students undertaking electives are strongly encouraged to obtain personal health insurance prior to arrival. This is called the Home School Verification process (HSV). Student have to start by submitting an HSV form to AFMC.\u00a0 Once complete, AFMC will send it to their homeschool. Therefore, an elective may or may not be available for your intended timeline. All applications are processed on a first-come, first-served basis.<\/p><p>If an elective has not been secured by this time, applications will be cancelled to provide students the opportunity to book an elective at their home school. Students will receive regular communications regarding their application status.<\/p><p>Due to capacity we cannot guarantee that all applicants will receive a confirmed elective.<\/p><p>The timeline in which students receive a confirmation is subject to variables such as:<\/p><ul><li>If there is capacity in the elective choices provided on the application<\/li><li>How many times elective choices are changed \/ updated<\/li><li>How quickly the department\/preceptor provides confirmation of availability<\/li><\/ul><p>The VSE Office will email students directly to request new elective choices if there is no capacity in their desired selections.<\/p><h5>Confirmation Process<\/h5><ul><li>Students will receive an elective offer via email and must accept or deny the placement; an elective is not secured until the student logs into the Portal to accept the placement.<\/li><li>If a student has one elective in their application and declines the placement offer, their application will automatically be cancelled. To ensure that students receive the necessary care, it is imperative that all Visiting Students know how to manage a Blood and Body Fluid (BBF) exposure, such as a needle-stick, scratch or splash. <a href=\"https:\/\/www.healthlinkbc.ca\/healthlinkbc-files\/contact-blood-or-body-fluids-protecting-against-infection\" target=\"_blank\" rel=\"noopener\">Please refer to this link for helpful information<\/a>.<\/p><p>Upon confirmation of their elective, each Visiting Student receives an instruction sheet which summarizes the steps for receiving care in BC in the event of a BBF exposure. Students will also receive a laminated card, which should be worn on a break-away lanyard with their ID. All Health Authorities within BC have detailed protocols for managing critical exposures and visiting students are expected to follow these protocols and the instructions enclosed in the following pages.<\/p><p>Within the Emergency Room and whilst in BC, Visiting Students will receive the same care as any other resident of BC. However, as an out of province patient, it is important visiting students refer to their personal and travel health coverage and the services provided by their Home University in terms of covering out of province\/out of country health costs.<\/p><p>Below is the <strong>first aid<\/strong> students should perform in the event of a BBF in any location within BC, followed by the individual protocols for each Health Authority.<\/p><h5>\u00a0<\/h5><h5>Cleanse<\/h5><ul><li>Mucous membrane or eye: Rinse well with water and\/or normal saline.<\/li><li>Skin: Wash well with soap and water.<\/li><li>Allow injury\/wound site to bleed freely, and then cover lightly.<\/li><li>Do not promote bleeding of percutaneous injuries by cutting, scratching, squeezing, or puncturing the skin. This may damage the tissues and increase uptake of any pathogen(s).<\/li><\/ul><h5>\u00a0<\/h5><h5>Procedures for Blood\/Body Fluid (BBF) Exposure for Visiting Students<\/h5><ol><li>Report the incident to the nurse in charge so baseline blood work on the source patient and risk assessment can be done. You must also inform your preceptor\/supervisor of the exposure. You may be able to do this at the time of the exposure.<\/li><li>Go to the emergency room at the nearest hospital within two hours of exposure \u2014 this is not optional. Advise the triage nurse of the BBF exposure so that you can be assessed by a physician and complete blood work. Inform the ER that you are a visiting medical elective student and not a BC resident.<\/li><li>In ER, You will be asked to complete a Ministry of Health Form 2339\/2340. These forms function as the lab requisition and instructions for the follow-up physician, respectively. The 2339 form will consolidate your information and the \u201csource\u201d information. On Form 2339, when asked about your Employer, indicate that you are a Visiting Medical Student and list the name\/contact within your Home University and the name\/contact of your Family Physician. Keep a copy of the forms for your records and to bring to present to the follow up physician. Ensure that you leave ER with the source name and PHN\/DOB.<\/li><li>Report the incident to the UBC Visiting Student Electives Program Manager\/Assistant in the UBC MD Undergraduate Dean\u2019s Office who will facilitate collaboration with the Department, your Home School and the Office of Student Affairs, if required. UBC Visiting Student Electives: <a href=\"mailto:visiting.electives@ubc.ca\" target=\"_blank\" rel=\"noopener\">visiting.electives@ubc.ca<\/a><\/li><li><strong>Mandatory:<\/strong> Students and Supervisors\/Preceptor must report the Incident to UBC Risk Management:<ol><li>Go to <a href=\"http:\/\/www.cairs.ubc.ca\" target=\"_blank\" rel=\"noopener\">www.cairs.ubc.ca<\/a><\/li><li>Under Person Involved, select: Visitor\/Volunteer\/Visiting Student<\/li><li>Complete the report as prompted. Preceptors\/Supervisors must complete: Practicum Supervisor\/Preceptor Report of Occupational Injury or Disease<\/li><\/ol><\/li><li>Contact your <strong>home University<\/strong> to confirm the process for reporting the BBFE and inquire about the compensation\/insurance coverage of their University for out of province\/out of country health care.<ul><li><em><strong>Note:<\/strong><\/em> You may be charged for medical care at Emergency. You may be reimbursed for the fees through your own health\/travel medical insurance<\/li><li>Ensure that you follow up with your Family Physician as soon as possible to ensure the incident has been documented and to outline any steps for care<\/li><\/ul><\/li><\/ol><p><em>*Process for Obtaining the Lab Results in each Health Authority:<\/em><\/p><h5>VANCOUVER COASTAL, NORTHERN, FRASER &amp; INTERIOR HEALTH<\/h5><ul><li>Blood work will be sent to the Provincial Labs. To obtain the results, bring Form 2339 to a <a href=\"http:\/\/find.healthlinkbc.ca\/search.aspx?q=walk-in+clinic\" target=\"_blank\" rel=\"noopener\">walk-in clinic<\/a> 24-48 hours after the blood is drawn, and a physician can review the results with you. The clinic will call Provincial Labs at 1-877-747-2522 to request that the results are faxed to the clinic. Request that walk-in clinic forward the results to your Family Physician. (It is important that you see a physician while in BC to ensure that you receive instructions for care and to avoid delays of receiving results out of province).<\/li><\/ul><h5>\u00a0<\/h5><h5>VANCOUVER ISLAND<\/h5><ul><li>Report the BBF to VIHA Infection Prevention and Control as they will have received Form 2339 and can report the lab results. They will have received Form 2339. Infection Prevention and control will review the incident and provide counseling, recommendations, and follow-up testing.<\/li><li>Call Dr. Pamela Kibsey, Associate Medical Director : 1-250-519-1626 (<a href=\"mailto:pamela.kibsey@viha.ca\" target=\"_blank\" rel=\"noopener\">pamela.kibsey@viha.ca<\/a>) or 1-250-370-8699 and ask for Microbiologist on call. Provide the source name and PHN or DOB<\/li><\/ul><h5>\u00a0<\/h5><h5>MASK FITTING<\/h5><p><strong>N95 Mask Requirements<\/strong><\/p><ul><li>All students are required to have current and valid N95 Mask Fitting.<br \/>Should this not be in place, a student must be fitted by their home school prior to starting a UBC Elective. The UBC health and safety program only fit tests visiting students in urgent situations.<\/li><li>Students must be fitted on a N95 respirator that is commonly found in health care in British Columbia. The list of respirator options are as follows: 3M Aura 1870 (most common and comfortable), 3M 1860 Regular, 3M 1860 Small.<\/li><li>In an emergency situation requiring a N95 respirator (e.g. TB patient), locate one from where equipment is kept in the facility ( this area should be identified during orientation).
